On-Call Consultant Services Selection
In accordance with the requirements of the Connecticut General Statutes §4b-55 through §4b-59, the State of Connecticut Department of Administrative Services/Construction Services (DAS/CS) Office of Legal Affairs, Policy, & Procurement (OLAPP) advertises for Requests for Qualifications (RFQs) for the On-Call Capital Project Consultant Services as specified below.
Type of Consultant Services:
On-Call Construction Cost Estimator Consultant Services – Capital Projects (various projects of differing size and scope)
User Agency: Department of Administrative Services, Construction Services
Project Title: On-Call Construction Cost Estimator Services , Various Locations Statewide.
Maximum Total On-Call Contract Value: $400,000.00
The maximum On-Call Consultant’s Fees per Task Assignment performed under this On-Call Contract shall not exceed the “Maximum On-Call Fee Per Task Assignment Value”.

Proposed New Use:
Charter Oak Health Center is a Federally Qualified Health Center (FQHC) located in the Frog Hollow section of Hartford, CT. We provide medical, Dental, Pharmaceutical and Behavioral Health Services to the underserved populations within our community.
We are expanding our footprint in the community and will be renovation one of our owned properties located at 33-35 Grand Street
Our intended use is to support our Connections to Care Initiative.
This project will be a hybrid of services which include, counseling and housing for the homeless population.
The property will be gutted and converted into a new use.
The renovations required are as follows:
- The exterior will receive a new roof, windows, masonry repairs, and porch repairs/modifications
- Foundations for new porches front and back
- Framing for new porches
- Trim – Windows casing, sills, apron and base
- New doors with residential hardware
- New vinyl windows
- New Kitchen and bath cabinets with plastic laminate
- Interior painting
- Exterior painting at trim – clean prep and paint at trim and window frames
- Paint exterior porch
- New Flooring (carpet, VCT)
- New drywall on existing framing
- New gas boiler and radiators
- New power and cable wiring to code
- A new handicap ramp will be installed in the rear of the building for accessibility to the ground floor uses.
- A new sprinkler service will be added
The site will receive additional improvements in order to provide compliance with city zoning regulations.
