Architect/Engineer (A/E) consultants are selected to develop design and construction documents in cooperation with a CMR for a Major Capital Project. The CMR shall publicly bid the project elements to subcontractors and enter into a Guaranteed Maximum Price (GMP) amendment to the CMR contract that was signed with the State to build the Project. After consultation with and approval by the Commissioner, the CMR shall award subcontracts to responsible, qualified subcontractors submitting the lowest bids to build the Project.
The Department of Administrative services (DAS) Construction Services (DAS/CS) is seeking the services of a highly talented and experienced Architect team specializing in medical examiner / autopsy facilities, storage, & refrigeration. The team will provide feasibility, design, appropriate sub-consultants (including but not limited to mechanical, electrical & plumbing engineers) & construction administration services to the DAS/CS in support of the Office of the Chief Medical Examiner Expansion and Renovation of the building located at 15 Shuttle Road, Farmington, CT. Teams must demonstrate extensive current relevant experience with medical examiner, lab and or hospital autopsy projects. Firms who wish to respond to this request for qualifications are encouraged to identify a teaming partner if they do not include such expertise within their portfolio.
Project history: The existing office of Chief Medical Examiner is a three-story building used for autopsies and death investigations. The building is located on the UCONN Health Center Campus in Farmington and was constructed 38 years ago without major system upgrades or improvements. In addition, techniques and methodologies for conducting the work of the Medical Examiner have changed dramatically. A notable lack of autopsy space as well as refrigerated storage has resulted in major risk to required national accreditation for this facility. Analysis based on the Scientific Working Group for Medicolegal Death Investigation (SWGMDI) further delineates deficiencies based on industry best practices. Based on the state’s census, Connecticut requires a medical facility that can autopsy up to 3000 bodies a year (some with deadly infectious agents) and refrigerates 200 bodies at any given time. Based on the present needs of the O.C.M.E. for additional autopsy rooms, coolers, office space, and storage space, the land within the property boundaries will be considered for this expansion based on a study and estimate completed in 2021 under the direction of the Department of Administrative Services – Construction Services. The square footage needs of the medical examiners’ office is undersized. Based on the current needs of the O.C.M.E (add’l autopsy rooms, coolers, office space, and storage space), a renovation/expansion of the existing building is warranted.
